The dominant factor is rarely technology — it is almost always how much is still undecided. Who actually does the work matters a great deal. An hourly rate tells you little on its own: a senior engineer at a higher rate is often less expensive in the end than a pair of junior developers who require constant review. Also ask what else appears on the invoice: coordination, quality assurance, DevOps and analysis are real work, but they should be itemised.
